Background

The Government of India has set an ambitious target of 100 gigawatts of solar capacity in the country by the year 2022, out of which 40 gigawatts are to be installed on rooftops. As on July 2015, the total installed solar capacity in India was just over 4.1 gigawatts, while under 99 megawatts (i.e. 0.099 gigawatts) were installed on rooftops.

Rooftop solar systems offer tremendous advantages such as lower transmission and distribution losses, lower investment amounts, lesser number of clearances, public participation and higher employment and entrepreneurship opportunities.

One of the most critical component of aggressive rooftop solar deployment is the availability of highly skilled and qualified installers. It is estimated that India will need approximately 10,00,000 solar technicians by 2022 to meet its targets.

The National Certification Programme for Rooftop Solar Photovoltaic Installer (this “Certification Programme”) is framed keeping this background in mind.

The Vision of this Certification Programme is ‘Decentralized Empowerment of Local Institutions with Global Capabilities’.

The Mission of this Certification Programme is to establish a conducive but robust training framework throughout the country to not only train and certify rooftop solar photovoltaic technicians, but also open doors towards successful entrepreneurship.

The Technical Committee outlines the course technical objectives while ensuring relevance to the industry, undertakes responsibility of developing and upgrading curriculum and content to meet the course objectives, trains to certify Trainers, reviews the progress of the overall programme, and resolves any technical difficulties if and when they arise.

    Dr. P. C. Pant works on institutionalizing renewable energy education in India by the way of developing Centres of Excellence at selected higher education institutions, and also strengthening the capacities of Industrial Training Institutions for running renewable energy courses for tradesman. He represents MNRE in a number of committees such as Governing Council of ANERT Kerala, Executive Agency of MGIIREPD Bangalore, Power Sector Skill Development Council, National Task Force on Green Jobs, Steering Committee of National Mission on Power Electronics.

    Mr. Arvind Karandikar is a Technical Advisor and Consultant to several rooftop solar photovoltaic projects and programmes undertaken by multilateral agencies and governments such as the World Bank, European Union, USAID, GIZ as well as private and public sector companies. In addition, Mr. Karandikar is also a regular faculty for trainings at the National Institute of Solar Energy (NISE, an Autonomous Body of the Ministry of New and Renewable Energy, Govt. of India) as well as Gujarat Energy Research and Management Institute (GERMI).

In the area of rooftop solar photovoltaics, Auroville Consulting has extensive experience and expertise in research & innovation, strategic & operational planning, implementation, communication, documentation & design, policy advisory and capacity building.

    Solar Consultant,Trainer and Certified Assessor

    Mr. Tanmay Bishnoi specialized in solar photovoltaic power plant design, engineering, energy yield assessment, financial analysis and energy economics, performance audit and plant optimization. He is a Consultant Trainer with the Ministry of Micro, Small and Medium Enterprises (MSME, Govt. of India) and a Capacity Building Specialist/ Master Trainer/ Solar Photovoltaic Consultant at the National Institute of Solar Energy (NISE). He is also and Empanelled Solar Consultant with the Asian Development Bank (ADB). Mr. Bishnoi is a Civil Engineer from National Institute of Technology (NIT)Warangal,who did his masters from Kingston University London, and specialized in Energy Innovation and Emerging Technologies from Stanford University USA. He is a qualified Galileo Master Certificate (GMC) holder in ‘Energy Efficiency in Buildings’ and ‘Renewable Energy Management & Finance’, and a certified Solar Designer by the European Union Energy Centre.

    Mr. Shyam Sundar NS heads the business development, system design, inverter localization, manufacture facility establishment and training at Studer Innotec India Pvt. Ltd. He has an extensive experience working in companies such as AEG Power Solutions, Wipro Eco Energy and Shell Solar India in various capacities ranging from MW-scale, rooftop, BIPV and solar thermal project management, system engineering, and product engineering. Mr. Shyam Sundar also has an extensive experience in training for technicians as well as professionals.

    Mr. Shailender Rana has more than 11 years of experience in marketing, sales & human capital across various industries like FMCG, retail, information technology, financial services, telecom and NGOs at all levels in India. He has trained client employees on presentation skills, business communication, customer relationship management, leadership & motivation, stress free productivity, mind management, team building, time management, effective selling, yoga and meditation. Some of his clients include Credit Suisse, Amazon, Aditya Birla Group, Bajaj Finserv, HP India, OTIS Elevators and the Art of Living. Mr. Rana’s educational background includes an MBA from IIM-K and a B.Tech degree in Electronic & Communications.

    Gujarat Energy Research and Management Institute (GERMI)

    Dr. Omkar Jani heads solar energy-related activities at GERMI and overlooks research, advisory, project management consulting and training activities. He is instrumental in developing GERMI into a globallyrecognized institute in a short timespan. He is also a member of the State Advisory Committee of the Gujarat Electricity Regulatory Commission. Dr. Jani received his Ph.D. in Electrical Engineering from Georgia Institute of Technology with specialization in Solar Photovoltaic Science and Engineering; and did his post-doctoral fellowship from the Institute of Energy Conversion, University of Delaware.

    Head-Solar Advisory
    Gujarat Energy Research and Management Institute (GERMI)

    Mr. Akhilesh Magal is the Head, Solar Advisory at GERMI. Earlier, he was the Senior Manager, Consulting at Bridge to India primarily focusing on business intelligence and strategies in dynamic emerging markets such as India; he was also among the core in building the company. Among many reports he has authored, one of relevant here is India’s first and only flagship report titled, “Grid Integration of Distributed Solar PV in India: A review of technical aspects, best practices and the way forward’. He is an Environment Engineer from Carnegie Mellon University and is an expert on solar policies and grid integration of renewable energy.

    Gujarat Energy Research and Management Institute (GERMI)

    Prof.Akash Davda manages applied research for renewable energy projects at GERMI especially in the area of renewable energy and grid integration, micro-grids and energy & PV power plant audits. He is a Certified Energy Manager and Energy Auditor by the Bureau of Energy Efficiency (BEE, Govt. of India) with over 13 years of experience in research, academics and administration. Prof. Davda has pursued his B.E. and M.E. in Electrical Engineering, both with honors. He has several research papers to his credit and is a member/ life member of various professional bodies like IEEE, ISTE, ISES, etc.

Her Bachelor's qualification is in Arts (Psychology) with distinction and has a Master's in Social Sciences from M. S. University of Vadodara. She also holds a Post Graduate Diploma in Industrial Relations and Personnel Management.

Course Objectives

After completion of the Certification Course,the successful trainee,i.e.Certified Installer,should be able to:

  1. Understand the basics of electricity and solar energy,
  2. Survey a rooftop solar PV installation site,
  3. Understand all equipment related to the rooftop solar PV system,
  4. Design a rooftop solar PV system as per Customer’s requirements as well as appropriate codes and standards,
  5. Prepare the necessary technical documents related to the design, installation and operation of the rooftop PV system,
  6. Install a rooftop solar PV system based on the relevant designs and drawings,
  7. Operate and maintain a rooftop solar PV system including identification and troubleshooting of faults,
  8. Ensure safety while installation and operation of the rooftop PV system,
  9. Undertake project management for installation of a rooftop solar PV system,
  10. Understand necessary formalities with authorities for applications, submissions, approvals, interconnections, inspections, certifications, commissioning, etc.,
  11. Prepare preliminary techno-commercial proposals for Customers, and
  12. Communicate professionally and act responsibly with Customers and Suppliers/ Sub-contractors.

Why become a Certified Installer ?

For Electricians and Domestic Technicians, Rooftop solar Photovoltaics (PV) is a unique and upcoming sector, which requires several cross-cutting electrical, mechanical, civil and structural skills. Such systems carry high DC voltages and are expensive;hence,safety,standard and performance compliance become very critical. Because rooftop PV system are small in size and large in numbers,in order to ensure quality,many countries have also mandated Installer Certification.

For University Students, this Certification Programme would provide the much-required hands-on skills enhancing their employability. This Programme also lays the very foundation for advance skill development such as designing of more complex PV systems,performance assessment,Owner’s Engineering,financial calculations,and even research.

For Professionals, this Certification Programme would serve as a fundaments course enhancing the understanding and appreciating how photovoltaic systems work. Moreover, this Programme is designed in a very flexible manner, where it can be conducted in the evenings and also weekends. This Certification Programme is carefully designed by industry and academic experts providing updated resources and encompassing all necessary requirements to confidently distinguish the Certified Installer before his/ her Employers as well as Clients.

Who is eligible for the Certification Programme?

The minimum criteria for eligibility for registering into the Certification Programme are that.

Electricians who have been practicing for at least 5 years and possess basic writing skills can also be considered for the Certification Programme based on the discretion of the Authorized Training Centre where the Candidate wishes to register.

In addition to these minimum eligibility criteria,an Authorized Training Centre may have its own selection process,which the Candidate would have to undergo.

How can I register into the Certification Programme?

It is simple.

Universities,Colleges, ITIs that are running this Certification Programme may have a slightly different process. So please contact them directly to understand their registration process.

Become An Authorized Training Center

Technicians under the National Certification Programme for Rooftop Solar Photovoltaic Installer are only trained and certified through Authorized Training Centres (ATC) in order to ensure overall quality of content, delivery and learning. It is through our ATCs that the vision and objectives of this overall Certification Programme can be achieved.

Why become an Authorized Training Centre?

Who can become an Authorized Training Centre?

Any institute, old or new, with required resources (infrastructure and manpower) and commitment to excellence is welcome to become an ATC. The institute can be an already existing training centre, a university or a college, an industrial training institute (ITI), a solar company wishing to set up value-added in-house training, and so on.

Process Outline

PART A : SETTING UP AN AUTHORIZED TRAINING CENTRE
Step 1 : Institute will apply express its interest to GERMI by for becoming an Authorized Training Centre (ATC).
 (Please use the Expression of Interest Form and submit along with the necessary annexures.)

  After preliminary verification, GERMI will provide an in-principle approval to this institute along with the
  necessary compliance requirements (including training manpower, laboratory, infrastructure, etc.).

  Based on this in-principle approval, the institute will…

Step 2 : Get its trainers trained and certified by GERMI through a 2-week course
  (Please use the Registration Form for Training and submit along with the necessary annexures.)

  …and…
Step 3 : Establish the necessary Training and Laboratory Infrastructure based on the detailed compliance requirements provided by GERMI.

  Once Steps 2 & 3 are complete, GERMI (or Authorized Representative) will inspect the training institute. Upon successful inspection,GERMI
  will certify institute as Authorized Training Centre (ATC).




PART B : RUNNING THE CERTIFICATION PROGRAMME
Step 4 : ATC will develop its own training calendar and will market the Certification Programme to student trainees.

 Student trainees will apply directly to the ATC.

Step 5 : The ATC will scrutinize the application forms and admit trainees based upon…
  1. Meeting the minimum eligibility criteria, and
  2. ATC’s own internal selection process, if any.
Step 6 : ATC will conduct the Certification Programmes based on the syllabus and content provide, and report the trainee’s grades to GERMI on a
  regular basis.

 GERMI will conduct the final examination, and after evaluation of all the grades of the trainees, award the Installer Certification to the successful
  trainees.

For trainers/ teachers teaching at any institute/ organization, you can apply using Apply using the Registration form for Training. If you institute/ organization has applied to become an ATC or is already an ATC, then please submit the form to GERMI through them.


Individuals can apply within their personal capacity too using the Registration form for Training. Once certified, they can train at ATCs.
